Larger and more frequent NS rank allowance increments proposed
Releasing its recommendations at a news conference Thursday, the committee chaired by Minister of State for Defence, Associate Prof Koo Tsai Kee also listed proposals such as enhanced fitness corners in housing estates for the Individual Physical Proficiency Test (or IPPT), a new SAFRA clubhouse in Punggol, and a HomeTeam NS clubhouse in the eastern part of Singapore.
The committee said it identified five key considerations in coming up with the latest proposals.
They are rising aspirations, the importance of leadership, encouraging fitness, globalisation and increased work demands, and building cohesion.
To meet rising aspirations, the committee's recommendation was for more frequent and larger increments in rank allowance with the quantum of each increment based on the contribution of the NSman since his last increment.
So as to better recognise NSmen in combat vocations, the committee also suggested a greater combat allowance so that the allowance premium given remains substantial throughout the operationally ready NS cycle.
It was also proposed that those holding command appointments should be given an "add-on allowance" to recognise their greater demand and heavier responsibilities.
Emphasizing the importance of family support for NSmen the committee suggested that NSmen who have performed well during in-camp training should be presented with vouchers for defence and national education related attractions.
To encourage fitness, the committee said existing fitness corners in housing estates for IPPT training should be enhanced along with the creation of new fitness corners designed for such training.
To help NSmen better balance their military training and work demands during in-camp training, current business centres within camps should be enhanced to provide wireless internet access.
The committee also said NSmen should also be allowed to bring into camp their company-configured laptops, Blackberry devices and PDAs for use during non-training hours.
Finally, the committee called for a new SAFRA clubhouse in Punggol, while Home Team NS could consider building one in the eastern part of Singapore.

Perseids -STAY ANYWHERE ALSO CAN WATCH...
The Perseids (pronounced /ˈpɜrsiː.ɨdz/) is the name of a prolific meteor shower associated with the comet Swift-Tuttle. The Perseids are so-called because the point they appear to come from, called the radiant, lies in the constellation Perseus. The stream in this case is called the Perseid cloud and it stretches along the orbit of the Comet Swift-Tuttle. The cloud consists of particles ejected by the comet as it passes by the Sun. Most of the dust in the cloud today is approximately a thousand years old. However, there is also a relatively young filament of dust in the stream that was pulled off the comet in 1862. The rate of meteors originating from this filament is much higher than for the older part of the stream.
The Perseid meteor shower has been observed for about 2000 years, with the first known information on this meteor shower coming from the Far East.[1] In early medieval Europe, the Perseids came to be known as the "tears of St. Lawrence." [2]
The shower is visible from mid-July each year, with the greatest activity between August 8 and 14, peaking about August 12. During the peak, the rate of meteors reaches 60 or more per hour. They can be seen all across the sky, but because of the path of Swift-Tuttle's orbit, Perseids are primarily visible in the northern hemisphere. As of 2009 the peak zenithal hourly rate is about 120, but fainter meteors will be washed out by a waning gibbous moon.
IT'S TONIGHT...!!!
Perseid Meteor Shower Peaks August 12th, 2009
Every year in early August, we can observe the Perseid meteor shower (“the Perseids”). And it’s a fascinating sky event.
Here’s a beginners’ guide to what it is and how best to enjoy it. (Perhaps, impress your friends with these astronomy questions and answers!)
What are the Perseids and what is a meteor?
Every year in August, the Earth passes through rock and dust fragments left behind by the comet Swift-Tuttle, last time it came near the Sun. As these small particles collide with the Earth’s atmosphere, they burn-up, often creating a startling streak of light across the sky.
You can easily observe this and it can be a wonderous spectacle.
Why is it called the Perseid meteor shower?
The term “Perseid”, refers to the star constellation of Perseus.
The meteors actually have nothing to do with the stars we see from Earth, as being part of Perseus. It just appears as though the meteors originate from Perseus.
In fact, the rock fragments are close to the Earth – that’s why they burn in our atmosphere.
They are very close, just a few hundred miles – not many, many light years distant like the stars.
But, if you trace-back the bright trails of meteors we see, they appear to originate from the stars of Perseus.
When can you see them?
The Perseid meteor shower actually starts in late July and runs to late August. However, the best time to view is around the peak.
It’s not precise, but the 2009 peak is expected on August 12th at around 15.00 hours UT. There is some uncertainty, so it’s very worthwhile to observe either side of this.
In particular for European observers, the hours of darkness either side the peak hours, may well prove more fruitful! So try the previous Tuesday night, as well as the night of Wednesday 12th.
And there is also a potentially prominent Moon to contend with. It will not set below the horizon until the early hours of the morning.
What equipment do you need to observe the meteor shower?
The good news is none! Just use your eyes.
It will help your observation if you give your eyes some time (say 15 minutes), to become adapted to the darkness.
Binoculars my also help, but on the other hand, they may restrict your view to a small part of the sky.
The meteors originate in the region of Perseus, but they may appear in view just about anywhere in the sky. Although, if you were to track-back their trails, you would get to Perseus.
Can they be measured, at all?
Yes. Keen astronomers count how many appear in a fixed period of time, in a certain area of the sky. This is expressed as a Zenithal Hourly Rate (ZHR).
We may expect around 100 streaks of meteor light across the sky per hour, at or near the shower peak.
Do watch out for them on Wednesday 12th August and during hours of darkness, before and after.

Slow internet connection speeds due to damaged submarine cable near Taiwan
Service providers SingTel and StarHub attributed the slowdown to a damaged submarine cable system near Taiwan.
SingTel said the damage was caused by Typhoon Morakot, which swept through Taiwan over the weekend.
Customers may experience slow Internet access to some US websites.
Both internet service providers said restoration works have started and its engineers are diverting online traffic to other cable systems.
SingTel expects the situation to return to acceptable levels within the next 24 hours.
